SKOOLIE Heating and Colling Stations

Heating station

The Skoolie Heating Station is a gutted school bus transformed into a fully insulated, off-grid shelter equipped with heaters and powered by solar energy and backup generators. Designed to provide warmth and safety during freezing temperatures, these mobile units can be strategically placed around the city to offer a secure refuge for individuals experiencing homelessness. The buses are outfitted with cots and security features, ensuring a safe, comfortable environment during extreme cold weather conditions.

cooling station

The Skoolie Cooling Station is a repurposed, gutted school bus designed to offer relief from extreme heat by providing a fully insulated, off-grid environment equipped with air conditioning units powered by solar energy and backup generators. These mobile units are strategically placed in areas with high temperatures, offering a safe, cool space for individuals experiencing homelessness during heat waves. The buses are fitted with cots and security features, ensuring a comfortable and secure environment during scorching summer days.

Heating and Cooling Station Skoolies

Background and Structure: The Heating and Cooling Station Skoolies are 40 ft buses repurposed to provide safe, climate-controlled environments for individuals experiencing homelessness. These buses are designed to be 100% off-grid, utilizing solar power and backup generators to ensure reliable operation. The interiors are gutted and re-insulated for optimal temperature control, with heating and cooling systems installed to maintain comfort in extreme weather conditions.

Goals and Objectives:

  • Goal: Provide a safe, temperature-controlled environment for homeless individuals during extreme weather conditions.
  • Objectives:
    • Mobilize heating stations during winter months when temperatures drop below 32 degrees Fahrenheit.
    • Deploy cooling stations during summer months when temperatures exceed 85 degrees Fahrenheit.
    • Ensure each Skoolie is equipped with cots, security measures, and climate control systems.

Target Population:

  • Homeless and unhomed individuals in Washington State.
  • Individuals unable to access traditional shelters due to capacity limits or other barriers.

Expected Outcomes:

  • Reduced incidence of weather-related health issues among homeless populations.
  • Increased safety and comfort for individuals during extreme temperatures.
  • Enhanced community support and resource availability during critical times.

Project Approach

Description: Skoolie Foundation proposes a comprehensive approach to address the urgent need for climate-controlled shelter for homeless individuals during extreme weather conditions. By repurposing 40 ft buses into mobile heating and cooling stations, we aim to provide immediate relief and a safe haven for those most vulnerable.

Project Tasks:

  1. Bus Acquisition and Conversion:
    • Acquire 40 ft buses and remove all seats and windows.
    • Re-insulate bus interiors for enhanced temperature control.
    • Install solar panels, backup generators, heating systems, and mini-split air conditioning units.

  1. Deployment and Operation:
    • Monitor weather conditions to determine deployment needs.
    • Mobilize heating stations during winter and cooling stations during summer.
    • Strategically place Skoolies in high-need areas around Washington State.
    • Ensure each bus is equipped with cots, security features, and adequate supplies.

  1. Community and Security Coordination:
    • Partner with local authorities and community organizations to identify deployment sites.
    • Implement security measures to ensure the safety of occupants.
    • Provide regular maintenance and oversight to ensure operational efficiency.

Involvement of COMMERCE Staff:

  • Collaboration with COMMERCE staff for site identification and community coordination.
  • Regular reporting and compliance checks to meet regulatory requirements.

Outcomes and Performance Measurement

Impacts and Outcomes:

  • Immediate relief and protection for homeless individuals during extreme weather.
  • Enhanced health and safety, reducing weather-related injuries and fatalities.
  • Strengthened community support networks and resource availability.

Monitoring and Measurement:

  • Track the number of individuals served during each deployment.
  • Collect feedback from users to assess comfort and safety.
  • Monitor operational efficiency and response times.
  • Regularly report outcomes and data to COMMERCE for evaluation.

Risks

Potential Risks:

  • Operational Challenges: Issues with bus maintenance or equipment failure.
    • Mitigation: Regular maintenance schedules and quick response teams.
  • Security Concerns: Ensuring the safety of occupants and equipment.
    • Mitigation: Implement security measures and coordinate with local law enforcement.
  • Weather Variability: Unpredictable weather patterns affecting deployment.
    • Mitigation: Maintain flexibility in deployment plans and have backup locations.

Risk Management:

  • Develop a risk management plan with clear protocols for monitoring and reporting risks.
  • Regularly update COMMERCE on potential risks and mitigation strategies.

Deliverables

  • Converted Buses: Fully operational heating and cooling station Skoolies.
  • Deployment Reports: Detailed reports on each deployment, including locations, number of individuals served, and operational effectiveness.
  • User Feedback: Surveys and feedback forms from individuals using the services to assess impact and areas for improvement.
  • Maintenance Logs: Regular maintenance and operational logs to ensure compliance and efficiency.

This is our comprehensive approach to address the critical need for temperature-controlled shelters for homeless individuals, ensuring their safety and well-being during extreme weather conditions.
